Does it cost $15,000 to get online cert?

From the initial paperwork I received from BDA, it seems I would have to spend $15,000 before I can get online cert. Is this correct?

IIRC, the online cert was 1-1.5k. I think 15k is the cost of a general spec license (there's a less expensive license for authoring facilities). That was last year, though - things may have changed.

I am being told that I need general spec license for $15,000 in order to qualify for the online cert! That is so unfriendly to small companies.

That's odd - according to the FAQ, it should still be $1k. We've had clients who aren't spec licensees obtain BD-Live certs.
And the spec itself is $4k if you're an authoring house.

Gory details from BDA explaining why I am not a "Content Provider"
When we say “Content Provider” , it means the company who owns the right to the Commercial Audiovisual Content, NOT an application software. Please see the definition of the Commercial Audiovisual Content below;
1.28 “Commercial Audiovisual Content” shall mean audio, video or audiovisual works, that are (a) not created by a consumer or uniquely for a specific consumer and (b) offered for transmission, delivery or distribution, either generally or on demand, to subscribers or purchasers or the public at large, or otherwise for commercial purposes.
Unless you own a right to Movie films, TV shows, and/or music content and such, you are NOT considered as a content provider in our term. We understand that you will be putting your own content on the BD discs; however, the content you have described does not considered as a commercial Audiovisual Content but considered as a PC application software. Therefore, first, you will need to obtain BD-ROM FLLA before you qualify for BD-Live Type A licensee, which is designed for the BD hardware manufacture and/or PC application software company. Please refer to our F & Q on our website;
How can I obtain the BD-Live Private Key and Online Certification? First you need to send us the application for BD-Live Logo License and Online Certificate Issuance Agreement. In order to execute this agreement you either have to be a BD-ROM FLLA licensee for Movie Player, Game Console and/or PC application software (Type A licensee) or a content provider (Type B licensee) for its Commercial Audiovisual Content. Please note that the Commercial Audiovisual Content licensee (authoring house) is not considered as a Type B licensee. Then the following steps have to take place. a. Execute the BD-Live Agreement, for free. This is the final step for a Type A licensee. b. In case of a Type B licensee, Key Delivery Agreement (KDA) will be sent for an execution. c. The invoice of $1,000/key is sent to a licensee. d. Upon confirmation of remittance, the key will be generated by Certificate Authority and the data in DVD-R disc will be sent to the Type B licensee. Please note that in case of international shipping delivery, it might take a week to ten days to arrive to the licensee as DVD-R disc is often scrutinized under export control.
As for the license fee, it is depends on what you need to obtain. We do not make any exceptions or give discounts based on the size of the company. We treat all our aspirants the same. If you feel that the fee is too high for you, then you have a choice of not obtaining the BD License by not using BD logo and BD specification books.

I had described my content to be a BDJ application sold as a Blu-ray disc.
Subsequently I had a phone conversation with BDA and now they have accepted me to be a "Content Provider."

Great, I believe the intent would be that a BD-J app (which presumably contains some audio and video) still qualifies as content...

Then what is a "Type A" license?! For folks making an actual BD player, game console etc? What on earth is "PC application software", then?
