Java Runtime Settings not remembered?

I am running the latest release candidate: Java Plug-in 1.6.0_10-rc-b28. I use Windows XP Pro
When I try to increase the max memory applet setting. I go to the Java Control Panel via: Start->Control Panel->Java.
I them click the Java tab followed by the View... button within the Java Applet Runtime Settings bordered pane. I then double-click the cell labeled Java Runtime Parameters for the 1.6.0_10-rc row and type -Xmx256m and then hit enter followed by the OK button. I then click Appley on the Java Control Panel and finally OK.
Now, I return to the control panel to look at my changes and they are gone.
Could someone please try this to see if it is just me of if the Control Panel has a problem.
Oddly, when I type s in hjava plugin console, there are some parameters listed for javaplugin.jre.params = -Xms96m -Xmx128m -Xdebug -Xnoagent -Djava.compiler=NONE but "-Xms96m -Xmx128m -Xdebug -Xnoagent -Djava.compiler=NONE" is not displayed in applet runtime parameters cell in control panel.
Here is output from typing "s" on java console:

Well, I hacked the C:\Documents and Settings\bjal1\Application Data\Sun\Java\Deployment\deployment.properties file to increase -Xmx to 256m
Would like confirmation that I am not the only one suffering from this, though.

No you aren't the only one. I've been yelling about this for weeks. Nobody from the Java Dev Team even thinks it's important enough to respond in a constructive way.
Basically, it puts me out of business. My applets depend on setting the JVM memory limits higher than the default limits. So if some one upgrades to 6u10 and doesn't upgrade to FF3 -- which apparently is the only browser that supports the java_arguments applet param -- he's stuck with default memory limits. That means that my applets will fail and I'll be getting the "...you suck..." emails.
Look in the Plugin Forum
http://forums.java.net/jive/forum.jspa?forumID=77
I guess my applets are going to run in only one browser -- FF3. So much for Write Once Run Everywhere.
I'm going to tell everybody on all the panorama forums that I lurk on to avoid upgrading to 6u10 because it makes the memory limit problem worse than it has been. They all prefer Flash anyway...

Noted it as a side issue when I was having other issues (visualroute not working).
Just because there is a new and better mechanism for setting parameters, is no excuse to to allow a regression like this to stand over several versions. Control panel tweaking is a valid method for applying system dependent tweaks, such as options to counter certain graphic driver issues.
If it is not fixed in this supposedly "release candidate" stage, there is a distinct possibility that it could release in this condition!

The Dev Team is probably caught between a Tie and an iPod.
The Tie at the end of the conference table is harumphing about "...getting it out the door..." and the iPod crowd (us) is sweating bullets wondering if we're out of business.
Guys -- DO THE RIGHT THING!

There is a bug when java version has milestones, like "-rc" "-beta", in the version string. The 1.6.0_10 GA has version string "1.6.0_10" that has been tested to work fine.
The bug will be fixed as soon as possible.

Ran some simple minded tests on 6u10b31. Seems to me that you have more work to do yet.
----
Fullscreen Issues:
Show sandbox warning banner in the Control Panel -> Advanced -> Security -- has no effect.
There is no warning banner ever -- thankfully -- but the little icon in the upper right hand corner always shows.
The blue flash around the window is completely unnecessary and cheapens the fullscreen entry. Get rid of it. It carries no meaning to the user except possibly to wonder what the heck is wrong with Java fullscreen -- or his video card.
I found out through experiment that if I hide the task bar before I go fullscreen, then the fullscreen truely fills the screen. If I hide the task bar after I go fullscreen, the space where the task bar was is not filled. I suppose I should be trapping some sort of event when the task bar is hidden so I can manually reset the size of the drawing area. Which event would that be?
-----
JVM Arugments: -Xms384m -Xmx512m -Dsun.java2d.noddraw=true
You preserve the JVM Arguments but they now have no effect.
I set the JVM arguments to the string above and they are preserved but they seem to have no effect on the actual memory allocated.
Also, the java_arguments parameter in the applet tag seem to have no effect in b31 and they did work in b28. Showing memory useage in the console would show the actual memory allocated in the parameter.
<PARAM NAME="java_arguments" VALUE="-Xms384m -Xmx512m -Dsun.java2d.noddraw=true">
JVM Arguments Java Plug-in 1.6.0_10-rc2 Using JRE version 1.6.0_10-rc2 Java HotSpot(TM) Client VM User home directory = C:\Documents and Settings\Administrator
PanCyl v0.3.0.c -- Wide View Memory: 97,600K Free: 25,451K (26%) ... completed.
----
Graphics Performance:
It seems to degrade with each release.
Using my VSync applet as a test, I get over twice the speed drawing in 1.5.0.x as I do in 1.6.0x and there is a small slowdown from 6u7 to 6u10 so the trend of graphics performance degratation is continuing.
Try it yourself:

Fullscreen Issues: >>Show sandbox warning banner in the Control Panel -> Advanced -> >>Security -- has no effect. It is working for me. Which build and OS are you using? If I disable the option, the flash border and icon won't show.
This function is necessary for security reason. You may sign your application to avoid showing the icon and flashing border without having your users to change their configuration.
JVM Arugments issue: Seems like 2 issues here: 1. Passing the VM arguments through the <param> tag to the New Java Plug-In: This is working fine for me. 2. Setting the VM arguments through Java Control Panel for the Classic Java Plug-In: This is a known issue. I'll get back to you on the status or bug ID. This should only affect users who use 6u10 AND Firefox 2. The work around is for customer to use IE or Firefox 3.
Graphics Performance: What OS and hardware are you using? Please follow the testing guideline on this page to disable D3D and see if issue persist. Please submit a bug with your log file here: http://bugreport.sun.com
Also, any particular reason you have to call "noddraw"?
It will be great if you can submit a bug report for each individual issue with necessary information and sample case so that we can clearly keep track of the issue: http://bugreport.sun.com

My Environment: Win2K SP4; Firefox 2 Java Plug-in 1.6.0_10-rc2 Using JRE version 1.6.0_10-rc2 Java HotSpot(TM) Client VM
That's b31 I just downloaded and installed. The icon always shows and the blue flash always occurs. It maybe your fixes don't work on Firefox 2. A lot of people still use Firefox 2.
I understand that the intention of the blue flash is for "security reasons" My view is that it's just silly and annoying and carries no meaning. I challenge you to test your design decision on real people out in the real world. Set up in the closest mall and demonstrate the blue flash to them and see if they think it makes Java more secure.
Passing args through to the JVM by using:
<PARAM NAME="java_arguments" VALUE="-Xms384m -Xmx512m -Dsun.java2d.noddraw=true">
worked in b28. With b31, the Java Console shows default memory allocation -- about 90meg.
Setting the JVM params in the Java Control Panel has always worked in the "classic" plugin up to 1.6.0.7 I didn't know there was an issue. It worked in FF2. And like I said, the JVM arguments are now preserved in 6u10b31 but do not force the allocation of the memory specified by -Xms384m -- I show only about 90meg as my previous post shows.
No particular reason to call noddraw. My system is on the black list for acceleration anyway. No acceleration for Win2K and my graphics card doesn't seem to support acceleration anyway. It's an old Nvidia GeForce card that is not supported by the Java2D group.
If you release with these bugs -- then I'll file a bug report. You all know of these issues right now and if you decide not to address them then what's the point of a bug report? Bug reports are largely ignored anyway. I've looked through the bugbase and there's 5 year old bugs going back generations and the usual "fix" is to just point fingers. So what's the point?

Thanks for addressing these issues.
The degradation in graphics performance is for unaccelerated graphics I have Win2K and accelerated graphics is not supported on Win2K.
I'm seeing graphics performance degradation on unaccelerated graphics.
-Dsun.java2d.d3d=false is a no-op on my system because the D3D pipeline is never turned on.

How do I use it? There is this website at work that uses version 1.6. There are two others that use 1.4.2 and 1.5 so I started using this RC because of the plugin that switches to the requested version. It works fine with those two but not with the one that uses 1.6. I get the error message I posted and the build number is 31 not 32. I will see if I can get to that build number and test it.
