I run Ubuntu 64-bit and I download the jre6 from java.com but when I unpack the zipped package, there is no plugins directory. If I download the 32-bit linux package then there is a plugins directory and there is a mozilla firefox plugin.

Why is there no plugin for the 64-bit version?

No one has got around to doing it yet. This is now the top entry on the bug parade RFE list: http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=4802695
As you can see it is scheduled to appear in Java 7.

It's a lot more complicated than someone just not getting around to it! I blogged about this before that there is a way to get 32bit java running with a 32bit browser on ubuntu as documented
